I have two Nikon Coolpix 5700's that are doing the same thing. I took one of them to Andersons in Brisbane yesterday and they are fixing it for free - took one look at it and said - oh yes, the sensor is shot, we will replace that, didnt ask for warranty or purchase dates... I was impressed that was for sure. I will be getting them fixed and sellign them to fund a D80 methinks!
These faulty Sony sensors came to light a year ago, and affected many models from many manufacturers. Many of Sony's smaller sensors are available in either plastic or ceramic packaging, and I think the manufacturing fault affected the plastic ones (e.g. eventually the plastic broke down, exposing the chip to atmosphere). I'm pretty sure that Sony was supplying lots of ceramic replacements to their customers.
You may be able to get it fixed at no charge, but I'm not sure where to start asking. A major camera repairer might be a good start. This UK page references the original Sony statement, with a list of affected Sony models that includes the 717...
