Took my new 30D and 70-200 F4 out on a friend's boat today and chased some wildlife. Bit tricky photographing on a rocking boat but some shots came out OK.

For those who don't know, this is a pelican, surely the world's most oft photographed bird?

Have you tried some PP to bring it out of the background a bit more?

I don't see any hawks that look like it in Simpson and Day, but there is an Osprey in there that looks rather similar to your pic ;) I cant see it being anything else really.
The band around the neck and dark patch on the front of the wings are distinctive.
