I'll be different and go #2.
Your main subject in both images only fills a small portion of the frame and there is nothing truly dynamic in the subject itself. For this reason, the rest of the frame needs to hold some information for the viewer or they will quickly lose interest in the image.
#1 The large expanse of sky is too plain and has no detail to keep me fixed on it . A quick glance at the bridge and the opera house and I'm done! bye bye
#2 Suddenly, we have 3 elements to the image. Main subject, sky above with clouds to give some detail and foreground info to finish things off. Maybe the foreground info could have been lit a little better or had some better elements but on a whole, I think this image will keep a viewers attention longer and is overall the better shot.
After the other recent thread, bare/bear in mind it's only my opinion!
Edit: Best option would be to crop square on #1 but I know this is unheard of these days!
