Interesting image! It has 2 strong horizontal lines being the water meets sand and water meets sky....and it has a touch of yellow that grabs the eye. The dog is a minor bonus. Whilst there are no rules in photography it is generally not a good idea to place the horizon exactly half way up the image space. This robs the image of visual tension. One of the great puzzles in photography is "where should I put it?" I suggest anywhere but halfway. The main element of the image is the man and it's his yellow coat that gives him some weight in the frame. I would have liked to have seen the dog closer to his master and perhaps the camera a bit closer also. I would have liked him a bit further away from the edge of the frame and to have seen his feet.
