I would like to expand on Chris's comments.
I think this photo suffers because it is neither one thing nor the other.
If it is meant to show the stunning landscape, then the foreground is unnecessary.
On the other hand, if it is meant to show the living environment of the hill tribes, then all the sky is unnecessary, leaving the pic showing the foreground and present middle-ground, the hills.
On yet another hand (that makes three

), perhaps it is just a memory of somewhere that you have been and that you enjoyed. If so, hands 1 and 2 don't apply!
I hope this is taken as it is meant - constructive criticism designed to have you think about what message is important for you, the photographer to present to me, your audience.
