This was in town and tried some zooming while on a tripod to get these effects

original

shot with a sigma 10-20mm

both above shots are with 24-120 this lens gave it a better effect. Critiques are welcomed

Thanks Geoff the 2nd shot is at 6sec and 3rd and 4th are at 1sec
