I bet has some hidden speed cameras and shoots from above while you are on the highway

Perhaps, it's a cargo plane, cargo plane doesn't have windows, and waiting for new livery put on.

It almost looks like the plane is backing up slowly to get as close the edge as possible so it can get a longer 'runup'.
