I'll give it a go, it is a long exposure during which the lights change, so that the flow of traffic alters, which allows the headlights of the car to apparently turn and travel through the light trails of the other vechiles.
Perhaps also there is another street or lane out of shot that the lights are heading towards, like one of those 5 way intersections ?


Or, perhaps you and little sheepie ran around with bright leds and did it all yourself :P

Aperture: f/10.0
Focal Length: 15mm
Exposure Time: 10s
Exposure Program: Aperture priority

ND2 filter on the front to lengthen the exposure time slightly. Had EV set to -0.3, other than that let the camera meter do it's work :)
